Lewis County Fire District No. 2 (Toledo Fire Department) has developed a 10-Year Comprehensive Plan that provides a long-term roadmap to how we will continue to serve the community as it grows and changes. The plan reviews the district’s current conditions, including service demand, staffing, facilities, and equipment, while also examining anticipating population and development growth and how those changes may impact emergency service needs in the future. It outlines the objectives and strategies the district will use to grow alongside the Toledo community and explains how those goals may be funded and implemented over time.

3-Year Accountability Audit

The Washington State Audit’s Office conducts periodic Accountability Audits of local governments, including fire districts, to ensure public resources are managed responsibly and in compliance with state laws, regulations, and district policies. These independent audits review key areas such as financial practices, payroll, accounts payable, public meetings compliance, and internal controls that safeguard public funds. The purpose of the audit is to promote transparency, accountability, and public trust by confirming that district operations comply with legal requirements and that public resources are protected from fraud, loss, or misuse.

Our district typically undergoes an Accountability Audit covering a three-year period. The most recent six audit cycles for the district include reviews for 2007 through 2024. Fleet Replacement & Expansion Schedule

The District maintains a 5-year Fleet Replacement & Expansion Schedule to ensure emergency apparatus and support vehicles remain reliable, safe, and capable of meeting current and future service demands. This plan identifies the existing apparatus and vehicles that support daily operations across the district, outlines the planned replacement of aging equipment as it reached the end of its service life, and includes strategic additions to the fleet needed to keep pace with community growth and increasing service calls. Fleet resources are positioned at each station based on operational needs and response demand within the surrounding service area. The current fleet assignments and planned replacements or additions are outlined in the schedule below.

WSRB - Protection Class Rating

The Washington Surveying and Rating Bureau (WSRB) evaluates fire protection agencies across Washington State and assigns a Protection Class Rating that reflects a community’s level of fire protection. This rating is based on several factors, including fire department staffing and training, emergency apparatus and equipment, water supply and hydrant availability, emergency communications, and overall response capabilities. Insurance companies often use the WSRB rating when determining fire insurance premiums for homes and businesses, meaning stronger fire protection capabilities can help reduce insurance costs for community members.

WSRB typically reviews fire districts every five years to reassess capabilities and update ratings. Our district’s most recent assessment was completed May 1, 2024, and the full report is available below. The district continually works to strengthen training, equipment, infrastructure, and operational readiness in order to improve our rating over time and provide the highest level of service to the community. Our next WSRB evaluation is schedule for 2028.
